Subscriber Services


The annual Tyler South Carolina subscription fee is $125.00, as of March 1, 2020, and is billed to your monthly account with your first month's invoice and in that month each subsequent year for the management and upkeep of your billing account.

For What Services Do I Need A Subscriber Account?

It's important to note that the subscriber account is NOT required to access or use many of our services. Below are the online subscriber services offered by Tyler South Carolina.

Some typical users may be: law firms, financial institutions, private investigators, and companies who purchase lists of bulk data (businesses, licensees) for marketing or research purposes.

Available Services

The Online Driver's History provides access to South Carolina Department of Motor Vehicle Driver History information. In addition to the annual subscription fee, authorized users pay $7.25 for each record requested. Access to Drivers History Information is provided through Tyler South Carolina in cooperation with the South Carolina Department of Motor Vehicles (DMV) and is governed by the Federal Driver's Privacy Protection Act of 2000 (DPPA).

To receive the personal information section contained in the Motor Vehicle Record, a registered user must complete a Personal Information Release Agreement with the DMV in addition to the Tyler South Carolina Subscriber Agreement and documents required by DMV. You may obtain the DMV's Personal Information Release Agreement and document checklist from Tyler South Carolina.

To be added as a subscriber, you must:

  1. Download, complete, and sign the following:
  2. Create a Cover Letter, using company letterhead and signed by an officer of the company, that includes:
    • Company FEIN
    • Reason for performing searches
    • Any extra information listed in brackets on the PIRA, following the Driver Privacy Protection Act (DPPA) exemption code.
  3. Return the documents to Tyler South Carolina. For faster processing, you may fax them to 803-720-5894. However, you must mail documents with original signature(s) to:

DMV License Plate Inquiry

The License Plate Inquiry application provides access to Vehicle Owner information stored by the South Carolina Department of Motor Vehicles (DMV). In addition to the annual subscription fee, authorized users pay $7.25 for each inquiry performed. Payment will be collected by credit card at the time of the transaction. Visa, MasterCard, Discover, and American Express are accepted.

DMV Lien Inquiry

The Lien Inquiry application provides access to Vehicle Lien information stored by the South Carolina Department of Motor Vehicles (DMV). In addition to the annual subscription fee, authorized users pay $7.25 for each inquiry performed. Authorized users must pay invoices by a monthly, ACH auto draft.

DMV Title History Inquiry

The Title History Inquiry application provides access to Title History information stored by the South Carolina Department of Motor Vehicles (DMV). In addition to the annual subscription fee, authorized users pay $7.25 for each inquiry performed. Authorized users must pay invoices by a monthly, ACH auto draft.

How to Register - License Plate Inquiry, Lien Inquiry, and Title History Inquiry

Access to Vehicle Owner information through the License Plate Inquiry, Lien Inquiry, and Title History Inquiry applications is provided through Tyler South Carolina in cooperation with the DMV and is governed by the Federal Driver's Privacy Protection Act of 2000 (DPPA). UCC Online

South Carolina Secretary of State's Office UCC Online – Filing, Search and Document Retrieval provides businesses and citizens with online access to file, search and retrieve Uniform Commercial Code (UCC) financing statements filed at the South Carolina Secretary of State's Office. In addition to the annual subscription fee, authorized users pay applicable fees for each filing and search request. View the fee schedule online.

Access to UCC Online is provided through Tyler South Carolina in cooperation with the South Carolina Secretary of State's Office and is governed by Sections 36-9-501 and 36-9-601 of the South Carolina Code of Laws.

UCC Web Service API

Tyler South Carolina offers a web service API that can be used to file UCC statements with the South Carolina Secretary of State's Office. In addition to the annual subscription fee, authorized users pay applicable fees for each filing. The service allows for the filing of UCC statements through transmission of XML documents. Customers wanting to use this service must build their interface to conform to Tyler South Carolina’s web service. In addition to the annual subscription fee, authorized users pay applicable fees for each filing. This must be paid by ACH Draft/Auto Pay. View the fee schedule online.

Access to this web service API is provided through Tyler South Carolina in cooperation with the South Carolina Secretary of State's Office and is governed by Sections 36-9-501 and 36-9-601 of the South Carolina Code of Laws.

UCC Bulk Data

The South Carolina Secretary of State's Office charges an annual fee of $12,000 for access to monthly CSV files of all public information associated with UCC filings. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid before obtaining access to the data. Fees will not be prorated and no refunds will be issued. This must be paid by ACH Draft/Auto Pay.
Access is granted in accordance with the state's fiscal year: July 1 - June 30.

Corporation Bulk Data

The South Carolina Secretary of State's Office charges an annual fee of $12,000 for access to monthly CSV files of all public information associated with Corporation filings. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid prior to obtaining access to the data. Fees will not be prorated and no refunds will be issued. This must be paid by ACH Draft/Auto Pay.
Access is granted in accordance with the state's fiscal year: July 1 - June 30.

UCC and Corporation Bulk Data

The South Carolina Secretary of State's Office charges an annual fee of $20,000 for access to monthly CSV files of all public information associated with UCC and Corporation filings. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid before obtaining access to the data. Fees will not be prorated and no refunds will be issued. This must be paid by ACH Draft / Auto Pay.
Access is granted in accordance with the state's fiscal year: July 1 - June 30.

UCC Images

The South Carolina Secretary of State's Office charges a monthly fee of $4,500 for access to weekly copies of UCC filings by file date. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid prior to obtaining access to the data. This must be paid by ACH Draft/Auto Pay.
Access is granted in accordance with the state's fiscal year: July 1 - June 30.

Monthly Corporation New Filings Bulk Data

The South Carolina Secretary of State's Office charges an annual fee of $3,850 or a monthly fee of $350 for access to monthly files of all publicly available information for new corporation filings (original and other) associated with the Corporation database. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid prior to obtaining access to the data. This must be paid by ACH Draft/Auto Pay.

Notary Registrations

The South Carolina Secretary of State's Office charges an annual fee of $2,200 or a monthly fee of $200 for access to monthly CSV files of all new registrations (original and other) associated with Notaries. This fee is in addition to the Tyler South Carolina subscriber fee and both must be paid prior to obtaining access to the data. This must be paid by ACH Draft/Auto Pay

How to Register - Bulk Data, Images, and Notary Registration

To be added as a subscriber, you must:

The Online Responsible Father Registry provides access to search for unmarried biological fathers who affirmatively assume responsibility for children they may have fathered by registering with the Responsible Father Registry. In addition to the annual subscription fee, authorized users pay $50.00 for each search performed. Access to search the Responsible Father Registry is provided through Tyler South Carolina in cooperation with the South Carolina Department of Social Services and is governed by Sections 63-9-810 and 63-9-820 of the South Carolina Code of Laws.

The registry is not available for public inspection and is not subject to FOIA. In order to gain access to search the registry, a user must first fill out the Request for Authorization to Search form and obtain approval from the South Carolina Department of Social Services. You may obtain the Request for Authorization to Search form from the Department of Social Services.

How to Register - Responsible Father Registry Search
